About MACP

The overall responsibility for project execution rests with Department of Cooperation and Marketing, Government of Maharashtra. Implementation support would be provided by Maharashtra State Agriculture Marketing Board (MSAMB) and Departments of Agriculture, ATMA and Animal Husbandry, and various support organizations and private service providers.

Project Advisory:
A High Power Committee has been established at the State level headed by the Chief Minister of Maharashtra. The Ministers of Agriculture, Animal Husbandry and Dairy, Agricultural Marketing and Chief Secretary are members of this Committee. The Principal Secretary (Cooperation and Marketing) is the Member Secretary of this Committee. This Committee would perform the role of advisory body for the project.

Project Oversight:
The project has setup a Project Steering Committee (PSC) to review the progress of MACP at the State level and provide strategic direction, policy advice and resolve conflicts, if any, among participating Departments. This Committee will review the overall management and progress of the Project every six months. The Chief Secretary, Government of Maharashtra, is the Chairperson of this Committee, and Principal Secretaries of Finance, Planning, Cooperation and Marketing and other participating Departments as Members.

Project Coordination:
The Project Coordination Unit will be responsible for day-to-day project implementation coordination, project planning and scheduling, procurement management, financial control, and reporting and monitoring. The PCU is headed by a Project Director (PD), with the rank of Commissioner/ Additional Secretary, and reports to the Principal Secretary, Department of Agricultural Marketing and Cooperation. The PD is assisted by technical, fiduciary, safeguards and monitoring specialists. The PCU will be responsible for:
(i) assisting the line departments in preparing their annual action plans and budgets;
(ii) monitoring progress of project components, preparing quarterly progress reports, evaluating performance and providing feedback to line Departments;
(iii) ensuring the financial reports are available, audited, and submitted to the World Bank with-in six months of closing of the financial year; and
(iv) hiring of Technical Experts, NGOs and Consultants as needed for project implementation, monitoring, and technical evaluation.

Line Department Implementation Arrangements:
Project Implementing Units (PIUs) have been set up in the implementing Line Departments to oversee the implementation of the Department specific activities. The PIU will be responsible for preparing the Line Department project annual action plan and monitor implementation of the plan. A Nodal Officer has been appointed by the departments to effectively liaise with PCU. Besides the Nodal Officer, each PIU will be supported by procurement, finance, safeguards and technical specialists as needed.Though the exact staffing of each PIU will vary, it will be based on the quantum of activities undertaken by each implementing Line Department.

Project Implementation Plan (PIP) has been prepared explaining the roles and responsibilities of District Offices of Line Departments, Project Support Organizations and PCU for all project activities, and detailing arrangements for the flow of funds down to implementing units in the field. Selection criteria for participating groups have been agreed, and are included in the PIP. The Project would be implemented in phased manner, covering 33 districts of the state in three years.
