Chapter 1- Introduction To Procurement


Maharashtra Agricultural Competitiveness Project (MACP) is a World Bank funded project     involving line departments viz. Agriculture, Animal Husbandry and Agricultural Marketing. The concept of the project includes a) expanding market infrastructure and increasing farmers access to the market and b) capacity building of the farmers.

The broader objectives of the project are

•        To empower the farmers

•        Develop competitive Agri. marketing systems

•        Improve market access

•        Private sector participation

•        Establish backward and forward linkages

The implementation of MACP involves the participation of the department's viz. Agriculture, Animal Husbandry, and Agricultural Marketing. Maharashtra State Agricultural Marketing Board (MSAMB) is the nodal agency for the implementation of the project. Principal Secretary (Co-operation & Marketing) is the nodal officer for the project. A steering Committee headed by Chief Secretary with Principal Secretary (Planning), Principal Secretary (Finance), Principal Secretary (Agriculture), Principal Secretary (Co-op. & Mktg.), Principal Secretary (AHD) would function as the State level body to take policy decisions and give direction to the project . There would be project Co-ordination unit (PCU) headed by a Project Director situated at Pune to coordinate between line department & to have an overall supervision of the project. Similarly every line department will have a Project Implementation Unit (PIU) headed by the commissioner/Director of the concerned department, to implement various activities falling under the preview of concerned line department.

                Whom is this manual intended for?

The purpose of this Manual is to inform the concerned officers at the Head quarters and lower offices of the project and the Markets and Mandis the objectives of the project, guidelines for implementation of the project and to keep them informed about various procurement procedures applicable to this project.
